This is just a political stunt, imo. It's like when the republicans shut down the Washington Monument back in the 90s when they shut down the federal government. California could have easily sliced payments from all of its state employees to take care of the needy. California didn't opt to cut employee pay -- rather, it decided to target the weakest members of society.
What will likely happen is that right wing politicians will be blamed as attacking the poor. If the carnage becomes too great, the republicans will eventually cave in to the pressure and allow taxes to be increased. The situation will repeat itself in another 10 years, at which point there will be no one left to tax. The taxable residents will have moved, and the illegals will have moved on to more fiscally-sound welfare states.
I hope the republicans don't cave. Burn California, burn.
