Scots get optimistic over emissions control



From the UK Times:

Scots climate Bill demands 80% emissions cut

I think the chances of them meeting this target are remote, and if they do it is because they will have industrialized their economy. It is also important to recall just how small the population of Scotland is. It is about the same as the Houston, Texas metropolitan area. I suspect that Houston has a more dynamic economy even if it does produce excess ozone.
